JOB TITLE: UNIVERSITY BURSAR

PURPOSE OF THE JOB

  • To be responsible for financial administration, planning and investments and resource mobilisation and maintain accounts in a form determined by the University Council.

DUTIES AND RESPONSIBILITIES

  • Develops and formulates strategic financial plans and budgets for the University outlining projected revenue sources, expenditure and measures to be taken to control costs.
  • Coordinates and supports the preparation, consolidation of University budgets and work plans and monitoring their implementation.
  • Oversees management of income, expenditure and stores of the University.
  • Directs the preparation and submits monthly, quarterly, annual and final financial reports in accordance with the law and University policies or as required by Management or Council.
  • Develops and institutes accounting, accountability and risk management systems for resources and assets of the University in accordance with University policy, regulations and the law.
  • Promotes and enforces adherence to financial policy, regulatory framework including standards of professional practice.
  • Supports the conduct of audits and prepares timely responses to audit queries and mandatory inquiries whenever necessary.
  • Provides technical support and guidance to Top Management and Council on financial matters including policy proposals, funding priorities, investment, resource mobilisation and improvements to financial management systems.
  • Coordinates the disbursement and accountability for University funds including Donor funds.
  • Prepares revenue forecasts and initiates investment and resource mobilization strategies.
  • Effects the timely payment for goods and services.
  • Oversees the proper management of the Assets Register.
  • Sets performance targets, supervises, and appraises staff of the Office.

PERSON SPECIFICATIONS

  • Should have a Masters degree in  Accounting, Finance or any other related field.
  • Should have a full professional accounting qualification such as CPA, ACCA, or CIA or CIMA.
  • Should be a Member of the Institute of Certified Public Accountants of Uganda (ICPAU) or its equivalent.
  • Should have high integrity with excellent communication, leadership and people skills.
  • Should be computer literate, with good working knowledge of standard office documentation software and with demonstrable knowledge and skills in computerised Financial Management systems and packages.
  • Should have the ability to initiate and institute measures to enforce prudent financial management and proper use and accountability of the University’s fiscal resources.
  • Should have a minimum of ten (10) years working experience in financial management of a reputable organization, three (3) of which should have been at a senior finance management level i.e. Deputy Bursar in the University, or Commissioner in Public service/Government agency or equivalent in a reputable organization.

PURPOSE OF THE JOB

  • To support the University Bursar to ensure efficient and effective execution of programs relating the management of finances, planning, investment financial management of projects undertaken by the University and to develop appropriate strategies for budgeting and monitoring all operations of the University.

DUTIES AND RESPONSIBILITIES

  • Supports the University Bursar to develop and formulates strategic financial plans and budgets for the University.
  • Facilitates strategic planning processes across the University.
  • Provides technical support to the Units for the preparation of their budgets and work plans.
  • Reviews and advises the University Bursar on the performance of financial management, planning, investment and resource mobilization of the Office.
  • Monitors and reports compliance of the University Units to instituted accounting, accountability and risk management systems.
  • Reviews, monitors and advises on Donor funding policies, priorities and trends.
  • Supports the University Bursar in promoting and enforcing adherence to financial policy, regulatory framework including standards of professional practice.
  • Compiles and prepares timely responses to audit queries and mandatory inquiries whenever necessary.
  • Facilitates co-financing arrangements with various Stakeholders.
  • Coordinates compilation of data for preparation of revenue forecasts and development of investment initiatives and resource mobilization strategies.
  • Develops and manages the process of policy formulation and planning decisions in consultation with other University units.
  • Performs any other official duties as assigned by the Supervisor.

PERSON SPECIFICATIONS

  • Should have a Masters degree in Accounting, Finance or any other related field.

  • Conducts research and disseminates research findings.
  • Promotes knowledge transfer of his/her subject through original work.
  • Guides and supervises students doing research.

  • Guides and advises students on their performance.

PERSON SPECIFICATIONS

  • Should have an earned Ph.D. in the relevant discipline from a recognized institution of higher learning
  • Should have at least seven (7) years of teaching experience (3) of which should have been at a rank of Senior Lecturer in a recognized institution of higher learning.
  • Should have demonstrated academic excellence and had five (5) new publications in area of specialization since promotion to the level of Senior Lecturer.
  • Should have supervised at least five (5) Masters Students to completion since promotion to Senior Lecturer.
  • Should have a good track record of service to the public.

PURPOSE OF THE JOB

  • To conduct or support scientific analysis and investigations in the laboratory for teaching or research.

DUTIES AND RESPONSIBILITIES

  • Conducts or supports students and academic staff carrying out laboratory experiments on specimen or material using appropriate methods and procedures.
  • Records and interprets test results arising out of laboratory analyses and investigations.
  • Prepares samples and specimen for the conduct of laboratory analysis and investigations.
  • Implements laboratory standard operating procedures and safety and quality control standards.
  • Undertakes preventative maintenance of laboratory equipment undertaken.
  • Sets up laboratory and appropriate chemicals, reagents and equipment for teaching, investigation or research.
  • Instructs students and academic staff on laboratory procedure and proper and safe use of chemicals, reagents and laboratory equipment.
  • Sets up, calibrates and operates standard laboratory equipment.

PERSON SPECIFICATIONS

  • Should have a Diploma in Laboratory Science or Practice.
  • Should possess an experience of at least one (1) years’ experience of laboratory practice in a reputable institution.
  • Should have good interpersonal relationship and training skills.
  • Should have integrity and be dependable.
  • Should have good report writing skills.
  • Should be registered with a professional organization where required.
