Kabale University (KAB) is one of the Public Universities of Uganda.  KAB enjoys the unique status of being the first University of its kind in Uganda, to metamorphose from private to public.  It was established by the Parliament of Uganda through Statutory Instrument 2015 No. 36 of 16th July 2015, in accordance with The Universities and Other Tertiary Institutions Act (2001) (as amended).  Prior to this, KAB was a not-for-profit Private University, created and owned by the people of the Kigezi Region of South-Western Uganda.  The University admitted its 42 pioneer students in 2002, and presently has an enrolment of 3000 students; coming from all parts of Uganda, Kenya, Tanzania, Rwanda, Burundi, DRC Congo, and Sudan.  KAB was granted Charter Certificate No. UI.CH.008 on 29th September 2014. 

 The main Campus is located on Kikungiri Hill in Kabale Municipality, about 2km off Kabale–Katuna-Kigali (Rwanda) Highway.  The University is strategically located between the Anglophone and Francophone zones of the Great Lakes Region of Eastern Africa.  KAB offers a serene environment for academic pursuit.

The University currently offers diploma, undergraduate and postgraduate programmes in the School of Medicine, Faculty of Computing Library & Information Science,  Faculty of Engineering, Technology, Applied Design & Fine Art,  Faculty of Education;  Faculty of Arts & Social Sciences,  Faculty of Science and the Institute of Language Studies.

Job Title DEPUTY VICE-CHANCELLOR/ ACADEMIC (DVC AA)       
Salary Scale M2 Tenure5 Year Contract

Purpose of the job

To provide leadership and coordination of teaching, research and publications matters including policy and standards.

KEY DUTIES & RESPONSIBILITIES:
In line with the relevant laws and the University Strategic Plan, the Deputy Vice-Chancellor Academic Affairs shall be the First Deputy Vice-Chancellor and shall:

  • Assist the Vice-Chancellor in the performance of his or her functions and in that regard be responsible for the Academic Affairs of the University.
  • In the absence of the Vice-Chancellor perform the functions of Vice-Chancellor.
  • Initiate, obtain approval of and promote policies, plans and programs that enhance the academic and professional excellence of the University.
  • Oversee the development, implementation and review of the policy framework for monitoring the quality, standards and management of the University’s academic programs.
  • Establish systems for the planning, development and review of undergraduate, postgraduate, research programs and any other academic programs of the University.
  • Oversee the selection and admission of students.
  • Initiate and coordinate the development and review of curricula for academic programs offered at the University.
  • Monitor compliance in setting and marking all examinations in accordance with the established regulations.
  • Establish systems for students’ timely completion of academic programmes.
  • Promote partnerships and networking for academic growth and development in the University.
  • Perform such other functions that may be delegated to him or her by the Vice-Chancellor or assigned by the University Council.

  • Comprehensive and sound academic policies, plans and programs developed and implemented.
  • Framework for monitoring quality, standards and management of academic programs developed and implemented.
  • Undergraduate, postgraduate, research programs and other academic programs of the University planned, developed, implemented, reviewed and continuously improved.
  • Timely admission of students admitted on merit and in accordance with existing regulations.
  • Regulations for setting and marking examinations adhered to.
  • Distinguished Scholars recruited and retained and suitable External Examiners appointed.
  • Research projects carried out successfully and publications made.
  • Establishment of partnerships and networks for academic growth and development in the University.
PERSON SPECIFICATIONS:
Academic Qualifications, Experience, Skills & Competencies:

  • Should have a PhD from a recognized University/Institution
  • Should have at least ten (10) years of proven experience in teaching, research, leadership and administration, at least 4 of which should have been at the rank of Dean of a Faculty or its equivalent.
  • Be at least at the rank of Associate Professor at the time of application.
  • Should demonstrate academic leadership through publication and research output.
  • Have an understanding of the relevant legal framework for management of higher education in Uganda.
  • Should have good leadership, communication, negotiation and people skills.
  • Be aged at least 40 years at the time of application.
Job Title DEPUTY VICE-CHANCELLOR, FINANCE & ADMINISTRATION (DVC FA)

PURPOSE OF THE JOB

To ensure efficient and sound financial management, planning, prudent investment and administration of the University.

KEY DUTIES AND RESPONSIBILITIES:
In line with the relevant laws and the University Strategic Plan, the Deputy Vice-Chancellor Finance & Administration shall be the Second Deputy Vice-Chancellor and shall:

  • Assist the Vice-Chancellor in the performance of his or her functions and in that regard shall oversee the Finances and Administration of the University.
  • Be responsible for the planning and development of the University.
  • Oversee the preparation and implementation of the University’s recurrent and development budgets.
  • Oversee development, roll out and review of the University’s Strategic Plan, investment portfolios and operational plans.
  • Oversee the development and implementation of policy framework for the use and management of the University’s fiscal and human resources and other assets in accordance with approved regulations.
  • Oversee the preparation of budgets, including research budgets, for all Faculties, Schools, and Institutes, Colleges or other academic bodies.
  • Monitor income, banking and expenditure of all income-generating Units for compliance with the University’s approved policy, plans, budgets and regulations.
  • Oversee the production of performance reports on finance and administration by all academic and administrative Units of the University.
  • Monitor the development and implementation of staff development programs.
  • Establish systems for the mobilization and utilization of resources for various activities of the University.
  • Contribute to the promotion of partnerships and networking for the growth and development of the University.
KEY OUTPUTS
  • Timely preparation, implementation and reporting on the University’s budgets.
  • Viable strategic and operational plans and investment portfolios developed and implemented.
  • Budgets for all Faculties, Schools, and Institutes, Colleges or other academic bodies developed.
  • Systems for resource mobilization established.
  • Annual reports produced.
  • Policy framework for proper management of the University’s fiscal and human resources and other assets developed and implemented.
  • Compliance of all University Units with legal and financial policies.
  • Reporting on financial performance by all University Units done.
  • Development and implementation of staff development programs monitored.
  • Staff performance monitored and appraised.
  • Acquisition, utilization and disposal of assets and management of the Assets Register monitored.
PERSON SPECIFICATIONS
Academic Qualifications, Experience, Skills & Competencies:

  • Must have a Master’s degree in Management Sciences from a reputable institution.
  • Possession of a PhD in the relevant field
    OR any of the following professional qualifications (e.g. ACCA, CPA or ICSA) will be an added advantage.
  • Should have at least ten (10) years of proven experience in management, leadership and administration, at least 4 of which should have been at a senior managerial level from a reputable Organization i.e.; rank of Dean of Faculty or Director in the Public Service Sector or Government Agency or other equivalent ranks.
  • Should have good knowledge and skills of financial management and resource mobilization.
  • Should have knowledge and experience in strategic planning and budgeting, policymaking and implementation in higher education.
  • Have an understanding of the relevant policy and legal framework for financial management for higher education in Uganda.
  • Should have good communication, negotiation and people skills.
  • Be aged at least 40 years at the time of application.
